New License/ Access Levels

This may be a silly question, but we are in the process of renewing our Workfront agreement. With that comes the switch to the new license/ access levels, and I am trying to get clarification on what the Contributor access level will be able to do. It's mostly spelled out in the documentation, but I need to know specifically if users with the free Contributor access level will be able to see, be tagged in, and make comments on projects?

Yes, users with a contributor license will be able to add comments and updates on projects, tasks and issues. However, as per the below documentation they should not be able to add comments on portfolios and programs
