Is there a way to create a user report to see the number of logins for a specified time frame?

Not for a specified timeframe you can only do total login counts and last login date.
If you have access to audit logs from the system area, you can also track logins from there. The audit logs store data for 90 days. You could export and aggregate that data if you are searching for something specific.
The system generates a Login Attempt audit log entry when a user does one of the following actions:
Login Attempt Logs do not record when a Workfront administrator uses the Log In As feature. This feature is also not available if you are on Adobe Admin Console.

Only the most recent login date is stored and available via the API and native Workfront reporting.
