Although tracking downloads (or even more pointedly, preventing them) might be on the roadmap, the only alternative I'm aware of is to disable Workfront's document features via Setup > Documents > Cloud Providers > Prevent Users From Storing Documents in Workfront (presumably to then instead use an alternative Document Management System that does have the required features.
Then again...with screen capture programs, mobile phones, and Zoom calls all day every day, philosophically, trying to track and/or lock down document downloads might be a near lost cause.
