Is it possible to stop plan user to copy my report with view access to him?

Will this user ever need to create reports from scratch? In access levels, there isn't a 'copy' for reports bc that is the same as creating one, essentially. If this user won't need to create reports, you could create a separate access level under the Plan license to allow to view/share/delete/etc. but not create...
