How to move Programs/ projects to move to diffrent portfoilo

We restructured and looking to merge old portfolio data into the new Portfolio.  What is the smoothest way to move Programs and projects to the new portfolio.

I'm having the same issue. I need to move a program from one portfolio to another. Can't seem to figure it out.
