You can create an hour report with a filter that includes task > number of children is greater than 0 (along with other needed filters like the project(s) you want to pull or users. This will help you pull just parent tasks.
Or, if you have specific parent task(s) you want to pull in for many projects and you utilize templates, you can use this filter:

Do you know how to disable the ability to log time to parent tasks?

The ability to log time on a task is tied to the user's license and project access.
Only thing I could think of that would not allow people to log time to a task is to change the specific task(s) permissions to View instead of the inherited contribute or manage access the people on the project likely have. You could do this in all of your template parent tasks, may be a pain if you have a ton, but should help prevent people to log time to it. Do a test first on one!
