Email Notification while Project is in Planning

Question

We are switching our projects over to Planning and assigning users to tasks, to prevent email notifications to users about the assignments. Sometimes the project manager accidentally assigns a task to someone from another dept, who can't and shouldn't access the project. Workfront sends an email about needing access: "So-and-so needs to view this project. Grant View Access."

Why is there an email requesting access if the project is in Planning, and can that be turned off or changed?

The access email is triggered when So-and-so tries and fails to access the project.

Ask So-and-so, how they are finding out about the project (how they are getting a link to click on. If it's because they got a notification, find out which one, and trace it back to your list of email notifications to find out how it is being triggered).
