Creating a report to display fluctuating team size.

Would love any insights on how to create a report that shows me fluctuating team size throughout the year. As our workload fluctuates, so does our team size (with freelancers). I'm trying to use this report in tandem with hour reports, and demand for work.

I have each team sorted into home teams within WF.
