While viewing a report (list of projects, tasks, etc.) you are able to turn on / off the Gantt chart with the toggle button at the top right of the report.
While the gantt chart is on, the report is condensed. The text fields do not wrap and the row height is fixed.
Is there a way to have keep this condensed view without having the gantt chart displayed?
The condensed view is easier to quickly scroll/scan through a large list of projects. I know we can shrink the size of the gantt chart by pushing it further to the right side of the screen. However, ideally, we only want to view these lists without the gantt chart

The only way to limit the height of the row is to do as you've mentioned and limit the amount text allowed to appear through text mode. A workaround to be able to inline edit would be to create a secondary view that can be changed on the report labeled something like "in-line edit" without the text mode column and just have the regular column with all the text.

Do you have a result/row in your report that has a ton of text making the rows that tall?

Yes, various fields have a medium to large amount of text causing the rows to take up too much room.
On other reports, we use text-mode expressions on some textbox fields to limit the text displayed to a specific character count. However, doing that prevents the user from being able to edit that field within the report.
I've set the column widths to reduce this issue. We need to display these textbox fields on these reports - including those that have a large amount of text.
The functionality of a condensed view is there, but only when the gantt chart is on. Is it possible to have that exact same condensed view that the gantt chart provides, without the gantt chart?
