Can users with a Review License update Custom forms on a project?

I have users with a Review license that I need them to be able to update a field on a custom form. I have given them access to Manage the Custom form and Manage access to the report that has the custom field. The users have Contribute access to the projects. Any suggestions on what I'm forgetting or can that license level not update custom forms?

Hi Jen,

I don't believe their is any combination of sharing that will allow that behavior, but our (unlisted) UberForm solution can do so, since (under the hood) it uses an API Key with elevated rights to perform the data entry.
