Adding a Default Assignee to a Queue Topic

I've found articles that answer this question, but it appears they're outdated because the steps they list don't occur in the real world any longer. Can anyone advise me on how to add a Default Assignee to a Queue Topic?

You will have to create a Routing Rule that "routes" the request to the assignee.  
Once the Routing Rule is created, you can add it to the queue topic settings.
