Set notifications by layout templates

I want to be able to set default notification settings for different groups of people based on their layout template. Different teams/roles need to be notified for different things, and the process of trying to do that individually is time consuming and causes all kinds of inconsistency. I want to be able to apply a layout template to a user and have that auto update their notification settings.
