Retain user hour type selection

Currently when the default time is configured and the user makes a different selection, future timesheets revert back to the default value so the user has to change the value every week. The request is for the system to override the default setting and retain the value the user selected.

Example - default is OpEx time, task is a CapEx task. The user has to pick CapEx every week.
