Prevention of issues from being duplicated

It would be great if there's a way to create a option to limit if issues can be duplicated multiple times. Clients run into issues when they're seeking a 1:1 ratio between an issue and a project. It causes confusing and impacts reporting when multiple projects are created from one issue.
