Flag in addition to decision

Idea for ProofHQ: We would like the ability to make a decision but flag the proof. The flag will be trackable by reporting and will alert the submitter on the receipt they receive. It should be at the top of the receipt with the decision. Therefore the submitter understands that they received a decision but that their proof has been flag for a particular reason.

In our case we'd use this to say, your proof is approved as it meets guidelines but only if the business wants to back it and corporate brand does not. Decision = approved, partial flag = your business is backing this, not the brand team.
