Do not automatically update status when percent complete is updated if already in equivalent status

Custom statuses can be setup to equate to New, Complete or In Progress. If a Task is already in a custom status that equates to "In Progress", the system should NOT automatically change the status to "In Progress" as it is already in a custom status that represents "In Progress".

This causes oversight if the user misses that the status was updated or extra clicking to then revert the status back to the Custom status.

For example, our Agile team has several custom statuses that equate to In Progress:

  1. Ready to Quote
  2. Ready to Test
  3. Write Release notes

All of these are In Progress statuses. Currently, if a developer adds percent completion updates to any of the above statuses the system automatically changes the status to "In Progress" and we lose site of where this was in our workflow and it moves it backwards on our scrum board, which is definitely not desired.

We have to use these statuses to move items across the scrum board which is very common.
