Billing Records - several improvements

Please consider the following improvements for Billing Records:

• Billing date should be mandatory field or set to "today" by default
• maximum of characters should be extended
• it should be possible to add custom forms
• There should be an update stream;
  • Who has made changes?
  • Changes in detail
  • date of changes
• Creator of the Billing Record should be shown

Two more thing that came to my mind.

• It should be possible to set restrictions based on i.e. Job Role or User who is allowed to set Billing Records to "not billed"
• Furthermore it would make sense to provide a global setting, that Billing Records with an existing "Invoice ID" cannot be deleted (same logic as with tasks that have logged hours).
