Allow more than Assignee to change Condition

Currently to change the condition of a task while making an update, the user must be assigned to that task OR they need a view on the task list that shows Condition so they can change it on the task list.

A user not assigned to the task, needing to use a view on the task list to change the condition poses 2 issues.

  1. they risk changing the condition on the wrong task since they are not making the change within the task itself
  2. our uses still need to make a comment on the task if they are changing the condition, so it's a multi-step process to make the comment on one page and change the condition on another page, likely also needing to switch the view of the task list so they see a Condition column

I can see some companies not wanting users who aren't assigned to the task to be able to change the condition, so ideally this would be able to be turned on/off in setup.

Tied in to the above, it would be really helpful for a user to decide if the update they're making is a "condition update" or just a normal update. This is especially true as a condition update may be elevated to reports that don't need all details & would help in knowing when the condition was actually thought about as opposed to a comment being added to a task/issue.
