Actual start date to update when time logged against task

Often, users will log time against tasks before (or without ever) clicking 'work on it' on their home page and/or changing the status from new.

Allow a setup configuration option that if enabled, will check whenever time is logged against a task and change the actual start date to the (earliest) time logged, if the time logged is before the current actual start OR actual start date is blank.
