Ability to Show All Projects on Utilization Report

Current State: If you want to show Projects in the Utilization report, you have to type in individual projects (which takes forever if you have a large number, not to mention the constant need to update the filter as projects open/close).

Suggested Solution: Ability to show Projects, but select one or more Programs or Portfolios and get results for all projects within that Program/Portfolio
