Templates are appearing on my end. Have you tried to clear the cache and history in the browser to see if that does the trick?
Not sure if this related but I did just see an issue come through with the admin console impacting some customers.
This has been happening for a week for me. It's also happening to another user in my org so I wonder if it's something with us. It's two separate computers accessing seeing the forbidden resource message

Did you already put in a support ticket to double check it's not a Workfront thing?
