Yes, this was a known outage today but it is resolved now, they're continuing to monitor closely as more users get on now.

Looks like it is down again this morning. Been down for over 2 hours. Status page says fixed by my entire org is down

Sadly this is true. I'm not seeing that it's fixed in status.adobe.com right now, it still shows major/not resolved. Hopefully will be back up soon, I know they're working on it. Also the case for Analytics, AEM, Target.
