Unable to edit issue description on saving

My requester are suddenly unable to edit the issue/request description after submitting??

Previously they were able to do this, as with the custom form attached, until we converted the request to a project at which point the system wouldn't allow changes to the issue /request, which is correct.

But today they have found they cant amend even if its not converted, has anyone else seen this and no how to resolve please

If i amend the Queues set up and give manage access to a requested, this allows them to amend after conversion to the project. Am wondering if its to do with the headers access but unsure
