The user with a right access cannot edit the column of some issue in a report board.
here is another issue that is editable. (Same user with a manage access)

Hello! Does the user attempting to edit the data within the report have access to the custom form where that data resides?

Oh, I thought part of the question was being able to edit one of them but not the other within the first screenshot where it is displaying two issues.

I have found out the issue and was resolved.
the user does not have an access to the project where the issue stored.

Is it possible that the report type is not an issue report - you can't inline edit objects that are pulled into a different type of report.
