Filter a Document Version Report by a Specific Active Stage

Hello!  I have Document Version report that filters by pending decisions and a specific active stage.  This was previously working fine, but now it is not removing the proofs where a decision has been made on the stage. As if its no longer considering that stage inactive. The stages are typically unlocked, though if no more decisions are required and its moved on to the next stage, it should still not be pulling in. What am I missing? Thank you!

could you share your filter that you are using on your report and maybe an example screenshot of a proofing workflow where the proof should not be on the report but still is?
