You probably need to use MSM to create Hindi site structure and need to set the translator work flow if any changes happens in English site it would replicate in Hindi site as well.

        Just checking, did you look into acs-common package? There is  custom ready made column control component comes with the package which is compatible with both touchui and classic ui.
