The minimum requirement for DPS 2015 is Android 4.4, not 4.3. I fixed the typo in that help article.

Did you build this app using DPS 2014 or the new DPS 2015?

I asked Andrei about your card size, and he said that you haven't hit a limitation. The maximum height is 100, so creating a 10x21 card in a 10-column layout should work.
