If it is one time thing, you can include as a part of CAB/eCAB. We have the similar thing that we need to host that does not change very often we have asked CSE to manually deploy those files.

You can check with your CSE but I strongly believe we don't have any flexibility to execute these kind of use-cases. Hi Samiksha, this is how its been working from last few versions including the latest one AEM 6.5.5. Easy way would be to let the authors know/check if the page has been locked. You can also create a support ticket for the engineering team on this.

If you don't want to the lock capability just hide that feature for all authors so you don't have to deal with so much customization on the back-end.
