Why don't you have a specific category for the component clientlibs and include the clientlibs in the component jsp/html file itself?

you should ideally 'embed' all clientlibs located under /apps in some parent clientlibs under /etc.That should solve your problem.Hope this helps!

Which version of AEM are you on? I can see AEM 6.3 uses Apache Jackrabbit version 2.14.4 which has the method to create system users, UserManager (Apache Jackrabbit 2.14.5 API) .Looks like the method was introduced post Apache Jackrabbit version 2.8.
