Check in the bundles how many bundles are in resolved state and what is missing in those bundles.

It won't behave like you are expecting rather you are referencing different content for different locales from a common location.So you cant achieve cancel inheritance type functionality here.

Why do you want to convert static templates to template types...You shouldn't have so many template types..

Could you please check whether your page component is extending core page conponent.Also you could create similar structure as we retail page component.
