I've created PDF templates using Adobe LiveCycle Designer.  These templates are used by an application to fill in data.  It seems the resulting PDF files cannot be merged. I believe this is due to the PDF security settings such as 'Document Assembly' being set to 'Not Allowed'.  I haven't set these ...
