Do one thing create a similar workflow model like the issued one on dev environment with different title/name [but don't make any change in issued workflow model] and then test that new workflow.Also please check the already existing workflow with "OR Split" or "And Split" on dev.

I have tested on AEM 6.5.12 and We.retail Text component but no span tag has been added. Please share .content.xml of your text component.

Have fixed this issue by increasing the number of Calls Per Request in the Apache Sling Main Servlet from 1000 to 3000 [randomly defined] as shown below -  Now I am able to add 40 fields in CF model in AEM 6.5.12 .
