Were you able to figure this fusion scenario out? I am also looking to do the same thing.

I may not be in the correct section, I'm looking at the Layout area trying to see if there is a way to make certain Fields Required to be completed before the Issue is converted to the Project. Is there such a way to do this in this area or any other area?
