This is an issue for us as well. This used to work, but no longer does. As a result we're having trouble getting users to keep their data up to date.

Absolutely agree. A lot of the user tickets we get are around notifications. Knowing what notifications the system "thinks" it send, to whom, and for what, would make this troubleshooting orders of magnitude easier. 

Is there a cap on the number of OneDrive document links there way there is on document uploads?If so, do they come from the same pool?

We haven't migrated yet, so I can't answer any of these questions. I'm just repeating what we've been repeatedly told by various Adobe reps.
