The support person I worked with yesterday to solve this latest issue informed me that the actual cause of the issue was due to something Adobe is working on to consolidate their support queues! Maybe this initiative will help alleviate the problems I outlined above.

I should add, we do not mind our INTERNAL company Adobe users requesting necessary apps but the users who are only there because they need access to our Workfront should not be able to request other licenses. Seems like another over-sight on Adobe's part with the Workfront migration.
