Project owners, group and system administrators should be able to force complete projects that have open tasks, rather than currently having to complete all tasks before being able to complete a project.

When creating an account, I should be able to mirror an existing user account for everything but name, phone, job title (pull in all info from a selected existing user and then make tweaks as needed).
