We discovered... When we set a project to CURRENT in the initial Convert To Project set up screen, everyone assigned on the template gets a notification. If we hit Save Changes while it's still in Planning, task non-owners (assigned but not the task owner) get left out of the initial notification....

And the ability align them in the column - Left, Right, Center

Conversion Rules please! They could live with the template. Or maybe a "Conversion Report" where it only applies to issues in that report.
