The delegate approvals option is still available in Workfront Home in NWE. It's not a button like it used to be, but rather a link at the top-right of the Work List. On the same line as the Filter and Sort by options. Learn more with the Delegate Approval Request article on Workfront One.

Another thing to consider is do you need to maintain a full version history of the proof in Workfront? Does every version of the proof, and the final, need to be "bundled" together? Or is it OK if the final version is separate from the proofs of the work in progress?
Uploading a version of a proof is a one-to-one process. You have to tell Workfront/PHQ which file you want to make a version of, then tell it which file to use as the version, as there is no other way for Workfront/PHQ to match the files.
