You can't have more than one person on the routing workflow. That's something that's on the roadmap for Workfront though.

You add in a placeholder (like your traffic manager) on the final stage. Then make sure your final stage needs to be manually activated. Then when it comes time to do the final stage you move all the approvers in the first stage to the final stage. That's the only way I know how to do this.
