Yes. This was added. The delegation buttons can be found on the My Work, My Tasks, My Issue, and My Approvals widgets. See example below. You should be able to disable Priorities around the same time as the release to production on October 17th.  Yes, it can be turned back on for everyone whenever you'd like.
