This is debatable. There are cases where users wants this enabled by default. But Adobe might have some stats regarding taking a decision based on usage and what makes more sense for general user experience.

@AshishGrover It looks like a fair use case.    As the current page which is locked is not being changed but can be utilized or reused before it is being published to create other pages.
