Did you ever figure this out? experiencing same but with html offer. 

We have setup both VEC and form based AP activities, In both cases the preview link does not show the expected activity. When pushed live we still don't see the experience, and when the offer response is inspected we see no html offer in there.  Anyone know what we are missing here?  krGavin
