Adobe Target | Auto Personalisation activities returning empty offers Why? We can't preview or see live...

We have setup both VEC and form based AP activities, In both cases the preview link does not show the expected activity. When pushed live we still don't see the experience, and when the offer response is inspected we see no html offer in there. 

 

Anyone know what we are missing here?
