This form no longer exists unfortunately. Is there any way to get a local developers license?

This form has been moved, and I cant find any way to get a local developers install unfortunately.

To be clear this is a local install on a delopers laptop. I cant find any provision for developers and evaluators on the adobe sites, only for people who have already purchased licenses.
