No, the recipient won't be automatically removed from Quarantine. Instead you can navigate to Administration > Campaign Management > Non deliverables Management > Non deliverables and addresses, Search for the recipient's email ID and Change the status of the email address from 'Deny...
There will be few domains and email addresses defined in tmpBroadcast and suppressionDomain schema. So those email addresses / domain belongs to this schema will get excluded by this typology rule.
