There is no such limit for creating report suite within Analytics account. However, you will be charged for server calls logged for each report suites within analytics instance.
If Download link is tracked correctly within Adobe Analytics, you can refer to Download Link Instance metric in the report against Download Link Dimension.
In order to access Analytics within Power BI, you need to have access to Reports & Analytics and Web services group inside admin console. Also, your email address should be linked with Adobe Anlaytics, Experience Cloud and Power BI.
