What we do is not allow anyone to delete projects, but instead have a status called "Deleted." Then a sysadmin reviews to verify a lack of fiscal data and deletes these on a regular basis.

Duplicating all request-to-project custom forms in this way has been bugging me from Day 1. Sadly, it is also "working as intended."
