Tried, still that Layout icon isn't visible in case of normal template.

There is a requirement to use Layout-editor feature in normal templates(non-editable). I tried by adding grid.less files in my global-clientilbs but it's not working. Below is the screenshot where I am not getting the layout icon to extend/shrink. kindly help smacdonald2008​
