Use Layout editor with normal templates

There is a requirement to use Layout-editor feature in normal templates(non-editable). I tried by adding grid.less files in my global-clientilbs but it's not working.

Below is the screenshot where I am not getting the layout icon to extend/shrink. kindly help smacdonald2008​

    Layout editor is only applicable to editable templates.

    Let me confirm this for you. But have you check this Configuring Layout Container and Layout Mode

    //In an out-of-the-box installation, responsive layout has been configured for the We.Retail reference site. You must still activate the Layout Container component​  for other pages.

    Tried, still that Layout icon isn't visible in case of normal template.

      But as you can see - its used in a editable template.
