I'd suggest logging this as a bug. I seem to remember that the second wave of agile stuff they did about April 2016 ish was supposed to include counting this correctly. However, we certainly have seen a number of bugs in general in "agile math."

Waay too much effort to backfill changes for all projects. Need the ability to modify the queue setup for all projects (esp. when you need to establish defaults)

Further, Admins should be able to set these defaults for an individual Project or Portfolio
